A routine Victoria Falls City Council meeting erupted into chaos on Thursday after a recalled Citizens Coalition for Change (CCC) councillor was arrested for allegedly damaging council property and threatening the Town Clerk during a heated dispute over controversial recalls.
The dramatic scenes unfolded during a full council meeting on 4 June 2026, when Mayor Tuso Moyo officially opened proceedings. Shortly thereafter, Town Clerk Ronnie Dube read a letter purportedly issued by Local Government and Public Works Minister Daniel Garwe informing council that Ward 9 Councillor Mthunzi Mpofu, Ward 10 Councillor Nkanyiso Sibindi, and Ward 11 Councillor Daniel Moyo had ceased to be members of the CCC, creating vacancies in the respective wards.
The three councillors immediately challenged the recalls, insisting they had neither been expelled nor suspended from the party. Witnesses said council officials attempted to serve them with recall notices, but the documents were allegedly rejected and torn up.
Despite instructions to vacate their seats and move to the public gallery, the councillors remained in the chamber, resulting in a standoff that reportedly paralysed council business for nearly two hours.
Tensions continued to rise as councillors, council officials, residents, and supporters exchanged heated words in the packed chamber. Speaking during the confrontation, Councillor Nkanyiso Sibindi reportedly questioned the legality of the recalls, arguing that the process was politically motivated and intended to block a planned vote of no confidence against the mayor and deputy mayor.
The situation escalated further when police officers were called in to restore order. According to reports, Sibindi allegedly climbed onto a council table, damaged a council laptop, and threatened Town Clerk Ronnie Dube.
Police officers quickly intervened and restrained the councillor before placing him under arrest. Witnesses said he was handcuffed and escorted from the council chambers as stunned residents and fellow councillors looked on.
Following the arrest, council proceedings resumed behind closed doors.
Outside the chambers, the recalled councillors maintained that their recalls were unlawful and vowed to challenge the decision. The incident has further intensified political tensions in Victoria Falls, where disputes over recalls continue to raise concerns about governance and representation within local authorities.
Residents expressed frustration that ongoing political battles were overshadowing service delivery and council business, calling on all parties to prioritise the interests of the community.
