Introduction
The Action Democratic Movement wishes to express its profound concern regarding the recurring xenophobic attacks directed against foreign nationals in the Republic of South Africa, particularly Zimbabwean citizens who have, for many years, contributed significantly to the economic and social development of that country.
These attacks have resulted in loss of life, destruction of property, displacement of families, psychological trauma, and the systematic erosion of human dignity. Zimbabwean nationals continue to bear the brunt of hostility despite their invaluable contribution to the South African economy and society.
The Need for Firm and Immediate Action
Recent developments indicate that the Government of Mozambique has taken strong measures in response to the treatment of its citizens. Such action demonstrates a commitment to protecting national interests and safeguarding the dignity of Mozambican nationals beyond its borders.
Zimbabwe cannot remain a passive observer while its citizens are subjected to violence, intimidation, discrimination, and economic exclusion. The protection of citizens is among the foremost responsibilities of any sovereign state.
Zimbabwe’s Strategic Position
Zimbabwe occupies a uniquely strategic position within the Southern African region. The country’s transport corridors serve as critical gateways linking South Africa to several northern markets and trading partners.
The movement of goods through Zimbabwe constitutes a vital component of regional commerce. Consequently, Zimbabwe possesses legitimate diplomatic and economic leverage that can be utilised to encourage meaningful engagement and lasting solutions to the persistent xenophobic crisis.
A Call for Regional Solidarity
ADM respectfully urges the Government of Zimbabwe to engage closely with the Government of Mozambique and other affected regional partners in developing a coordinated response.
An injury to the citizens of one nation within the Southern African community ultimately threatens the security and dignity of all nations within the region. Collective action sends a powerful message that the lives and welfare of African citizens are not negotiable.

5.1 The immediate summoning of South African diplomatic representatives for formal discussions regarding the safety and protection of Zimbabwean nationals.
5.2 The urgent convening of regional consultations through the Southern African Development Community to address xenophobia as a regional security concern.
5.3 The establishment of emergency support mechanisms for affected Zimbabwean citizens, including legal assistance, evacuation support where necessary, and humanitarian relief.
5.4 The pursuit of binding regional commitments aimed at preventing future xenophobic violence and ensuring accountability for perpetrators.
5.5 The consideration of coordinated economic and diplomatic measures alongside regional partners should attacks continue unabated.
The Moral Imperative
History will judge nations not only by the prosperity they achieve but also by the courage they display in defending their people.
Zimbabweans living abroad remain sons and daughters of this nation. Their citizenship does not diminish when they cross borders in search of employment, education, business opportunities, or safety. Their rights, dignity, and security remain matters of national concern.
