Manchester City Face Relegation Threat After Reported Verdict on 115 Financial Charges

Manchester City are facing the prospect of severe Premier League sanctions after reports claimed the club was found guilty of breaching the majority of the league’s financial regulations.

According to BBC Sport, sources have confirmed that an independent commission reached findings against City on cost of the 115 charges brought against the club.

The Athletic reported an even more serious outcome, claiming City were found guilty on all but one of the counts.

However, the commission has not publicly released its judgment, and Manchester City have stressed that the legal process remains ongoing.

The Premier League has also declined to comment on the reported findings.

Sanctions could be severe

No punishment has yet been announced. Under the Premier League’s rules, the independent commission has the power to impose a range of sanctions, including a points deduction, financial penalties or even expulsion from the competition.

Football finance expert Kieran Maguire told the BBC that other Premier League clubs would expect a points deduction or potentially a more serious punishment if the reported findings are formally confirmed.

The eventual sanction is expected to depend on the nature and seriousness of the individual breaches, as well as whether the commission determines that Manchester City gained a sporting advantage.

Reports that City could be stripped of previous league titles remain unconfirmed. There has been no official ruling to remove trophies or transfer championships to teams that finished runners-up.

Manchester City are also expected to challenge any adverse decision, potentially prolonging the case through the appeals process.

City rejects wrongdoing

Manchester City did not confirm the reported verdict but said significant parts of the process were still outstanding.

The club said the Premier League proceedings remained subject to confidentiality and maintained its long-standing position that it had complied with due process.

City have consistently denied the allegations and previously said they were supported by a “comprehensive body of irrefutable evidence”.

What are the 115 charges?

The Premier League brought the case against Manchester City in February 2023 following a lengthy investigation that began after leaked documents were published by German magazine Der Spiegel in 2018.

The allegations cover the period from 2009 to 2018 and include claims that City:

* Failed to provide accurate financial information relating to revenue, sponsorship and operating costs.
* Failed to disclose certain payments involving players and former manager Roberto Mancini.
* Breached UEFA Financial Fair Play regulations and Premier League profitability rules.
* Failed to fully cooperate with the Premier League investigation.

The case is commonly referred to as the **“115 charges”**, although different counting methods have resulted in higher figures.

The independent commission's hearing began in September 2024 and concluded in December of that year, with the football world awaiting the outcome.

City trophies under scrutiny

The period covered by the allegations coincides with a significant part of Manchester City's transformation into one of English football's most successful clubs.

During the period under investigation, City won three Premier League titles, three League Cups, one FA Cup and one Community Shield.

The club has since added more Premier League championships, the UEFA Champions League and further domestic trophies.

For now, the reported findings do not automatically alter City's trophy record. Any consequences will depend on the commission's formal judgment and the sanctions imposed, if any, followed by any appeals.
